State lawmakers hear testimony on proposal to make auto insurance competitive
Massachusetts hasn't had competitive car insurance since 1977, but 30-years later, state Insurance Commissioner Nonnie Burnes wants to change that. She has proposed phasing in competition by next April, and she has said if that happens, car insurance rates for most drivers in Massachusetts will go
